The blur in the photo of the dancers was done part of the same way of the market photo a while back.  In the market photo i just opened the shutter for longer than normal (a lot longer because people walking slowing takes a while to get some motion).  In this shot I just opened the shutter slightly longer and used flash to make the subjects sharp.
